How we got these numbers

National benchmark costs from RSMeans, Angi, Fixr, and HomeGuide are adjusted for New York using two federal datasets: the Bureau of Economic Analysis Regional Price Parity (RPP) index and the Bureau of Labor Statistics (BLS) Occupational Employment and Wage Statistics. New York's RPP is 1.2 (national baseline = 100) and its BLS labor adjustment factor is 1.28. Higher RPP means goods and services cost more relative to the national average; the BLS factor scales contractor labor rates to local wage levels. We blend these two adjustments, weighted 40% RPP, 60% BLS labor, to produce the ranges shown above.

adjusted_cost = national_benchmark × (0.4 × RPP/100 + 0.6 × bls_labor_adj)

RPP(New York) = 1.2 · BLS adj = 1.28

Build sequence

  1. 1

Plan layout, order cabinets and countertops; countertop templates are cut after cabinets are installed.

  2. 2

Shut off water and gas; remove appliances, then existing cabinets and countertops.

  3. 3

Repair drywall, address any moisture or mold found behind cabinets.

  4. 4

Rough-in any new electrical circuits (20A for countertop outlets, dedicated circuits for dishwasher and microwave).

    COMMON MISTAKE

Adding outlets without a permit is a common code violation flagged at home inspection.

  5. 5

Install upper cabinets first, then base cabinets; shim level and plumb.

  6. 6

Have countertop fabricator template; install countertops after cabinets are confirmed level.

  7. 7

Install sink, faucet, and garbage disposal; reconnect plumbing.

  8. 8

Install backsplash tile; grout and seal after 24 hours.

  9. 9

Install flooring (typically after cabinets to avoid gaps at toe kicks).

  10. 10

Install appliances, hardware, lighting, and paint.

Permits and code requirements

PERMIT REQUIREMENTS

New York City requires permits for any kitchen work involving plumbing, electrical, or structural changes, including cabinet removal that exposes walls. NYC DOB (Department of Buildings) enforces this strictly; unpermitted work discovered during a co-op or condo sale can block the transaction. Upstate New York municipalities have more relaxed requirements but still require permits for plumbing and electrical work.
