Permits in Indiana.

Indiana enforces the Indiana Residential Code (based on the IRC) statewide, with enforcement at the municipal or county level. Indiana does not require a statewide general contractor license, but many municipalities (Indianapolis/Marion County especially) require local contractor registration. Electrical and plumbing licensing is handled at the state and local level.

Where to file: City or county building department. Indianapolis uses the Department of Business and Neighborhood Services online portal. Smaller jurisdictions vary. Plan review 1-2 weeks typically.

Radon (Indiana is a high-radon state)

Much of Indiana is EPA Zone 1 (highest radon risk). A large share of Indiana homes test above the action level. Real estate transactions routinely require testing. Passive mitigation during construction is cheap; retrofit runs $800-$2,000. Add a radon stub during any basement or slab work.

Tornado-resistant roof + connections

Most of Indiana is in the tornado belt. Code minimum (4-nail) is legal, but 6-nail fastening with H-clips and proper roof-to-wall connections dramatically improves wind performance. Impact-resistant shingles can earn insurance discounts.

Basement egress windows

Any habitable basement room needs an egress window (5.7 sq ft net clear opening, 24in min height, 20in min width, well drainage if below grade). Finishing a basement without egress is a common DIY mistake that fails final and requires excavation to fix.

Lake-effect snow (Northwest Indiana)

Northwest Indiana (Lake, Porter, LaPorte counties near Lake Michigan) sees lake-effect snow loads heavier than the rest of the state. Roof structures and additions in that region need verified load calculations. Ice-and-water shield is standard practice.

Pre-1978 lead paint (older cities)

Indianapolis, Gary, Fort Wayne, and South Bend have substantial pre-1940 housing. EPA RRP rules require certified contractors and lead-safe practices for any work disturbing painted surfaces in pre-1978 homes. Budget $300-$1,500 extra.
