Cost calibration
Indiana costs are about 9% below the national average.
Indiana is one of the more affordable states for home improvement. Indianapolis runs slightly above the statewide baseline; smaller markets are cheaper. The recurring cost factors are tornado exposure (most of the state), one of the highest radon profiles in the country, and an older urban housing stock in Indianapolis, Gary, and Fort Wayne.

Permits
Permits in Indiana.
Indiana enforces the Indiana Residential Code (based on the IRC) statewide, with enforcement at the municipal or county level. Indiana does not require a statewide general contractor license, but many municipalities (Indianapolis/Marion County especially) require local contractor registration. Electrical and plumbing licensing is handled at the state and local level.
Where to file: City or county building department. Indianapolis uses the Department of Business and Neighborhood Services online portal. Smaller jurisdictions vary. Plan review 1-2 weeks typically.

Code highlights
What catches DIYers in Indiana.
Five code rules that show up on inspector reports more than any others. Catch them before demo day.
Radon (Indiana is a high-radon state)
Much of Indiana is EPA Zone 1 (highest radon risk). A large share of Indiana homes test above the action level. Real estate transactions routinely require testing. Passive mitigation during construction is cheap; retrofit runs $800-$2,000. Add a radon stub during any basement or slab work.
Tornado-resistant roof + connections
Most of Indiana is in the tornado belt. Code minimum (4-nail) is legal, but 6-nail fastening with H-clips and proper roof-to-wall connections dramatically improves wind performance. Impact-resistant shingles can earn insurance discounts.
Basement egress windows
Any habitable basement room needs an egress window (5.7 sq ft net clear opening, 24in min height, 20in min width, well drainage if below grade). Finishing a basement without egress is a common DIY mistake that fails final and requires excavation to fix.
Lake-effect snow (Northwest Indiana)
Northwest Indiana (Lake, Porter, LaPorte counties near Lake Michigan) sees lake-effect snow loads heavier than the rest of the state. Roof structures and additions in that region need verified load calculations. Ice-and-water shield is standard practice.
Pre-1978 lead paint (older cities)
Indianapolis, Gary, Fort Wayne, and South Bend have substantial pre-1940 housing. EPA RRP rules require certified contractors and lead-safe practices for any work disturbing painted surfaces in pre-1978 homes. Budget $300-$1,500 extra.
Local building conditions
What changes in Indiana.
Indiana home improvement is shaped by one of the highest radon profiles in the country, statewide tornado exposure, lake-effect snow in the northwest, and an older urban housing stock. Affordable labor keeps overall costs low.
Radon (Zone 1)
Most of Indiana is EPA Zone 1 (highest)
Testing routine at real estate sales. Passive mitigation during construction is cheap; retrofit $800-$2K. Add a stub during any basement work.
Frost line depth
32-36 inches (most of state)
Standard residential frost-line for footings. Frost-heave on older walkways and porches is a common pre-renovation finding.
Tornado exposure
Most of the state is in the tornado belt
Enhanced roof fastening and impact-resistant shingles are cheap insurance. Storm shelters common in central + southern IN.
Lake-effect snow (NW Indiana)
30-40 psf near Lake Michigan
Lake/Porter/LaPorte counties need heavier roof framing on additions and re-roofs. The rest of Indiana uses standard snow loads.
Housing age (cities)
Significant pre-1940 stock in Indianapolis, Gary, Fort Wayne
Lead paint, knob-and-tube, galvanized supply common. EPA RRP applies on pre-1978 work. Budget 15% contingency on older homes.
Hard water
Hard-to-very-hard water across most of state
Water heaters fail faster and fixtures scale. Softeners are common. Budget $1,200-$2,000 for a softener install during plumbing remodels.
