Each county (Honolulu, Hawaii, Maui, Kauai) administers its own building department under Hawaii's adopted codes. Hawaii requires a contractor license through the Contractors License Board for most paid work. Electrical and plumbing are licensed. Lava-zone and shoreline rules add review on the neighbor islands.

Highest materials cost in the US
