Do you need a permit in California?

California has one of the most stringent permitting regimes in the country. The California Building Standards Code (Title 24) is enforced statewide, with local amendments. The Contractors State License Board (CSLB) regulates all contractors, and California requires a licensed contractor for any project over $500 in combined labor and materials. Homeowners can pull permits for owner-occupied primary residences, but the work scope and inspection requirements remain identical.

Can a homeowner pull the permit?

Yes, in most cases. Owner-occupied primary residences only. Cannot pull permits if intending to sell within 1 year. CSLB owner-builder rules apply; you accept liability for code compliance.

Where to file: City building department for incorporated areas, or county for unincorporated. Los Angeles (LADBS), San Francisco (DBI), and San Diego all have online portals. Plan review for non-trivial work takes 4-8 weeks in major metros, 1-2 weeks in smaller jurisdictions.
