Permits
Permits in California.
California has one of the most stringent permitting regimes in the country. The California Building Standards Code (Title 24) is enforced statewide, with local amendments. The Contractors State License Board (CSLB) regulates all contractors, and California requires a licensed contractor for any project over $500 in combined labor and materials. Homeowners can pull permits for owner-occupied primary residences, but the work scope and inspection requirements remain identical.
Where to file: City building department for incorporated areas, or county for unincorporated. Los Angeles (LADBS), San Francisco (DBI), and San Diego all have online portals. Plan review for non-trivial work takes 4-8 weeks in major metros, 1-2 weeks in smaller jurisdictions.

Title 24 energy code on every remodel
Title 24 Part 6 applies to additions, alterations, and even simple change-outs (windows, HVAC, water heater). HERS testing is required for duct leakage, refrigerant charge, and envelope work. Skipping Title 24 compliance is the #1 reason CA permits fail final inspection. Budget $500-$2,000 for HERS rater fees on most projects.
WUI zone fire-resistant assembly (Chapter 7A)
Wildland-Urban Interface zones cover roughly 4.5 million California parcels. In a WUI zone, re-roofs must use Class A assemblies, exterior walls need ignition-resistant materials, vents need ember-resistant screens, and decks within 10 feet of the home need non-combustible surfaces. Check your address in the CAL FIRE Fire Hazard Severity Zone map before scoping any exterior project.
Seismic anchor bolts and cripple walls
Homes built before 1980, particularly raised-foundation builds, often lack adequate foundation anchor bolts and cripple-wall bracing. The state Earthquake Brace + Bolt program offers $3,000 rebates for qualifying retrofits. Doing this work during any major remodel is significantly cheaper than as a standalone project.
CALGreen mandatory measures
Even on minor remodels, CALGreen requires low-flow fixtures (1.28 gpf toilets, 1.8 gpm showerheads), construction waste recycling (50-65% diversion), and indoor air quality measures. Inspectors increasingly enforce these on alterations, not just new construction.
ADU streamlined approval (SB 9 / SB 1069)
California now requires cities to approve ADUs (Accessory Dwelling Units) within 60 days, with relaxed setback and parking rules. Adding an ADU during a remodel is one of the highest-ROI California projects. The streamlined approval means you should not accept a rejection without a written legal basis.

Seismic design
Most of state is Seismic Design Category D or E
Foundation anchor bolts, hold-downs, shear-wall sheathing, and lateral bracing are required on additions and structural work. Pre-1980 homes often need cripple-wall bracing during any major project; budget $3,000-$8,000 for the retrofit (offset by EBB rebate).
Wildfire (WUI) zones
~4.5 million parcels in designated Fire Hazard Severity Zones
Class A roof assemblies, ignition-resistant siding, ember-resistant vents, and tempered glass windows are required. Re-roofs and exterior work cost 8-20% more than non-WUI equivalents.
Drought and water conservation

Labor share of project cost runs higher than national models predict. DIY savings are larger in CA than in any other state, but Title 24 compliance and licensed-trade requirements limit how much of a project you can self-perform.

Soil reports are required for additions and ADUs in most jurisdictions. Foundation design varies dramatically by neighborhood. Engineered drawings are standard, not optional.
